The best-known quote on democracy is Abraham Lincoln's line about government of the people, by the people, for the people.B.R. Ambedkar warned that political democracy cannot last without social democracy.Several quotes, from Roosevelt to Dewey, link a healthy democracy to education.India's 2024 Lok Sabha election saw about 642 million people vote, a world record.

The most powerful quotes on democracy come from leaders such as Abraham Lincoln, Mahatma Gandhi, B.R. Ambedkar, A.P.J. Abdul Kalam, Franklin D. Roosevelt and Winston Churchill. Their common message: democracy needs informed voters, protection for minorities, education and a change of heart, not just elections. Here are 12 quotes worth remembering.

India is the world’s largest democracy. In the 2024 Lok Sabha election, about 642 million people voted, according to the Election Commission of India, the highest number anywhere in the world. Democracy is more than voting day, though, and these lines are a good reminder of what it asks from citizens.

Quick facts

  • National Voters’ Day in India: 25 January every year.
  • International Day of Democracy: 15 September, marked by the United Nations.
  • Constitution of India adopted: 26 November 1949, in force from 26 January 1950.

12 powerful quotes on democracy

1. “Government of the people, by the people, for the people, shall not perish from the earth.”

Abraham Lincoln, Gettysburg Address, 1863. The most quoted definition of democracy. Lincoln said it during the American Civil War, in a short speech honouring fallen soldiers. Power, he argued, comes from the people and must serve them.

2. “The spirit of democracy is not a mechanical thing to be adjusted by abolition of forms. It requires a change of heart.”

Mahatma Gandhi. For Gandhi, democracy was not about rules and procedures alone. Changing a law means little if people do not change how they treat each other.

3. “Political democracy cannot last unless there lies at the base of it social democracy.”

B.R. Ambedkar, Constituent Assembly, 25 November 1949. A new addition to our list. In his last speech before the Constitution was adopted, Ambedkar warned that equal votes mean little without equality in social and economic life. The line is still quoted in debates today.

4. “Democracy is not the law of the majority but the protection of the minority.”

Attributed to Albert Camus. Winning a vote gives the majority the right to govern, not the right to ignore everyone else. A democracy is judged by how it treats those who did not win.

5. “Democracy cannot succeed unless those who express their choice are prepared to choose wisely. The real safeguard of democracy, therefore, is education.”

Franklin D. Roosevelt, 1938. The US President made the case that schools, not only ballot boxes, protect a democracy. An uninformed vote is easy to manipulate.

6. “A great democracy has got to be progressive or it will soon cease to be great or a democracy.”

Theodore Roosevelt. Democracies have to keep reforming. Standing still, in his view, slowly weakens both greatness and freedom.

7. “Democracy has to be born anew every generation, and education is its midwife.”

John Dewey. The American philosopher believed every new generation must learn democratic values for itself. They are not inherited automatically.

8. “The ignorance of one voter in a democracy impairs the security of all.”

John F. Kennedy, 1963. Every vote affects everyone. Kennedy said this while speaking about the value of education to a democracy.

9. “Democracy cannot be imposed on any nation from the outside. Each society must search for its own path, and no path is perfect.”

Barack Obama. The former US President argued that democracy has to grow from within a country’s own history and people. It cannot be forced on them.

10. “In a democracy, the well-being, individuality and happiness of every citizen is important for the overall prosperity, peace and happiness of the nation.”

A.P.J. Abdul Kalam. The former President of India linked national progress to the happiness of each individual citizen, not just to GDP numbers.

11. “Freedom in a democracy is the glory of the State, and, therefore, in a democracy only will the freeman of nature deign to dwell.”

Plato, The Republic. A useful one to read in context. In The Republic, Plato describes what democracy’s supporters prize most, freedom, but he also warns that too much freedom can slide into tyranny.

12. “Democracy is the worst form of Government except for all those other forms that have been tried from time to time.”

Winston Churchill, House of Commons, 1947. Also new to our list. Churchill introduced the line by saying “it has been said”, so he was quoting an existing idea. It is a reminder that democracy is flawed, but still better than the alternatives.

Why these quotes still matter

Our earlier version listed ten quotes, but the tenth had no text or speaker. We have replaced it and added Lincoln, Ambedkar and Churchill to make a complete list of 12. We also corrected the spelling of John F. Kennedy’s name.

Many of these lines share one idea: democracy depends on informed, involved citizens. Indian cinema has explored the same theme, for example in Newton (2017), where Rajkummar Rao plays a government clerk on election duty in a conflict zone. Find more in our movies section and other listicles.
